Customs firm on itemized ‘balikbayan box’ content rule

Bureau of Customs (BOC) Commissioner Nicanor Faeldon announced that starting October 15 this year, forwarding companies abroad have to provide the Bureau copies of the list of items in every package sent by overseas Filipino workers (OFWs).
Faeldon issued the order following claims from consolidators abroad that the additional requirement will only cause delay on the release of ‘balikbayan boxes’, sparking anger from the OFWs worldwide.
BOC, under the Memorandum Order 04-2017 entitled Guidelines on the Implementation of Customs Administrative Order (CAO) No. 05-2016 on Consolidated Shipment of Duty and Tax-Free “Balikbayan Boxes” with Revised Information Sheet, requires Filipino senders abroad to itemize the contents of their package as a form of declaration of their shipment.
